Project Description

The 2023 Downtown Allegan Improvement Project was a significant investment in the city’s infrastructure in the core downtown. The project involved the installation of new water and sewer mains, ensuring a more reliable and efficient underground utility system. Additionally, outdated lead service lines were replaced, enhancing public health and safety. Above ground, the project introduced newly paved streets and widened sidewalks, creating a more pedestrian-friendly environment. New gathering areas were established, providing welcoming spaces for community events and social interactions. Accessibility improvements were made to ensure that all front entrances were as accessible as possible, reflecting a commitment to inclusivity. The addition of new street furniture further enhanced the downtown aesthetic and functionality, offering residents and visitors comfortable spots to rest and enjoy the revitalized urban landscape. This comprehensive overhaul aimed to boost the downtown area’s appeal and usability, fostering a vibrant and accessible community hub.

Is your project easy to replicate in other communities (clear in its impact and execution for other communities)?

The success of the Downtown Allegan Improvement Project offers a blueprint for other communities aiming to revitalize their urban centers. The City of Allegan began with a thorough assessment of existing infrastructure, identifying critical areas above and below ground that were aging and failing, requiring replacement. Securing funding through local, state, or federal grants was essential to support these upgrades. Engaging with the public, civil engineering firms, and urban planners ensured the technical and design aspects were handled professionally, guaranteeing that new installations met the community’s desires.

In addition to utility upgrades, enhancing public spaces is crucial. Communities should prioritize the creation of well-designed urban environments by ensuring streets and wide sidewalks are designed for pedestrian use. Designating new gathering areas and installing street furniture can significantly improve the downtown experience, fostering community interaction and local business patronage. Accessibility improvements should be a key focus, ensuring that all public and commercial buildings are reachable for everyone. By following this structured approach—combining utility modernization with public space enhancement—other communities can achieve similar revitalization, boosting their downtown areas’ appeal, functionality, and inclusivity.

What is the Community Wealth Impact (based on one or more of the categories you selected) of your project?

The Community Wealth Impact of the Downtown Allegan Improvement Project is substantial, driving economic growth and enhancing quality of life. By modernizing critical infrastructure and creating an inviting urban environment, the project attracts new businesses and encourages local investment, fostering economic development. Improved accessibility and pedestrian-friendly spaces increases foot traffic, benefiting retailers and boosting local commerce. These improvements also create third spaces that encourage public interaction, resulting in the fellowship felt in the heart of the community. The removal of lead service lines ensures the safe delivery of public water to dozens of businesses and residential dwellings. Together, this work collectively elevates property values and generates a robust, sustainable economic uplift, contributing to long-term community health and prosperity.

Describe the creativity and originality of your project.

The creativity and originality of the Downtown Allegan Improvement Project lie in its holistic and forward-thinking approach to urban revitalization. Rather than addressing isolated issues, the project integrated infrastructure modernization with public space enhancement. This dual focus not only solved immediate problems, such as outdated water systems and accessibility challenges, but also reimagined the downtown as a vibrant, inclusive community hub. The project’s innovative design features, like new gathering spaces in areas that were previously occupied by a street, showcase a commitment to fostering social interaction and pedestrian engagement. By combining practical infrastructure upgrades with thoughtful urban design, the project sets a new standard for community-driven development in the area, highlighting Allegan’s vision and leadership in creating a dynamic and resilient urban space.

The plaza with budding landscaping, inviting street furniture, and pedestrian street lighting, was previously a short 100-foot section of street.

Sidewalks were widened for pedestrian travel and raised to eliminate steps into front entrances. Previous overhead utility lighting was replaced with dark-sky compliant pedestrian street lighting for safety and aesthetics.

Raised seat walls occupy areas without street furniture to allow for gatherings. Meeting front entrances to eliminate steps also created outdoor patio space seen here outside of a local brewing company.

In an area once occupied by a three-lane street, a gathering space was created by shrinking the roadway to two lanes. ADA-compliant picnic tables and a raised landscaping bed with electricity options to encourage longer stays and allow for musical performances now occupies the space.
